What’s the best modern IDE and editor which offers the lowest latency?

I haven’t come across anything faster than sublime text so far.

Probably Emacs, at least when it comes to "best". I don't know a good way to measure latency but it seems fine to me.

Neovim has been the most responsive in my experience, way better than heavyweights like vscode and even Emacs.

does sublime have plugins? I love sublime but I would consider vim + plugins to be faster+more modern.

It does have plugins

What's the tech? Fully native, React Native or something else?

First line of the post: “At Universe, we announced GitHub for mobile as a fully-native GitHub experience on iOS and Android.”

Both iOS (Swift) and Android (Kotlin) are fully native

The iOS app is fully native. Not sure about the Android app.

Exact same situation at Amazon. Launches (doesn't matter how useless and broken) >> Fixes
