For those who only read the title, this is actually only setting the
default
quality to standard definition.
You can still watch 4k videos by changing the setting manually.

I hope YouTube keeps this, even as a preference - I am often satisfied with 720p, and it uses less bandwidth consumption for those occasions when I am constrained.
