When I think about Hayter vs Kiefer I think back to the ashes scene on the ship and imagine what Hayter would sound like if he had to say the lines and honestly I can't imagine him doing a better job.

Maybe this particular role required someone who could do a better job with scenes like that.

Also there is a spoiler related reason why the protagonist does not sound the same in this game.
