I'm confused if said images are thumbnails hosted on PH or on third-party sites. If it's the former then PH is clearly at fault. In the latter case, there's nothing PH can legally do for her without actually contracting something with the copyright owner of the images (I'm not sure about other law regarding non-consenting depiction of people): broadly speaking, PH is able to request take down content on other sites with teeth because they own the copyright / license it.
