I experienced this when I ran a moderately popular open source tool for other developers. Users have no idea what they want. The only way to know with any kind of certainty is to be both a user (customer) and the developer expert and have enough authority to tell them what they want.

When you have those three ingredients selling to new users becomes much easier and well as reengaging relationships with existing users (customers). Nobody cares otherwise even if you have the best product and value on the market.
