I think that's just an artifact of how Workable doesn't really let you say "we welcome folks to from anywhere, based in the U.S., but also have an office in Madison if you'd prefer to work out of these some times"

As an aside: I've been interviewing candidates for this and other roles and it's surprised me how much it has come up from candidates that they miss having a place to go and work in-person with their coworkers and that they are looking locally for employers for that reason.
