Why I Use Perl: Testing
You've got it wrong dude, it's the testing infrastructure that's the key not the attitude. The infrastructure is built with perl, and has been the inspiration for other languages attempts at part of the infrastructure.

It's a feature of the language community or ecosystem. I don't think it's impossible for such a testing infrastructure to exist for other languages.
