We could also be going faster, but the Trump effect is mostly affecting further up the funnel, the full effects won't be felt for years.

If you have a half built wind farm then you have strong incentives to continue even if it involves unexpected court battles or bribes.

It's the projects that add those risks and costs at the planning stage that will go missing by not continuing.
